Dear Inner Sunset Neighbors,

Happy Lunar New Year!  We are getting close to the end! Thank you for bearing with us after all these months.   The next round of paving is scheduled for the first week of March 2019. We will pave 10th and 11th from Irving to Judah, 12th Ave from Lincoln to Judah, and Irving St from 9th to 10th Ave.  At this time, the final phase of paving along the track way is planned for late April. This phase will pave the remaining blocks: Arguello to 9th Ave to Judah.  Regarding our paving schedule we’re currently coordinating with the MTA for the timing of the N-Judah shutdown so that final paving on Irving Street from Arguello to 9th Avenue, and 9th Avenue from Irving to Judah Streets can occur.

Below you will find our weekly look-ahead schedule to help you plan around construction. Please feel free to share and distribute to your lists, friends and neighbors.

We are happy to hear from residents and merchants with suggestions for improvements and any concerns you may have. If you do not see your location listed below, this means we do not plan to have crews working there for the next 3-4 weeks.  Please call if you have specific questions about our schedule as it pertains to your block.

Irving Street – Arguello to 2nd Avenue

Emergency Water Lines (AWSS) work continues. Crews are connecting the new 20″ lines.

Irving Street – at 8th  to 9th Avenue

Building of the new bulbout corners on 8th Avenue continues.  9th Avenue corner work demolition and replacement to start 2.21.19 and will continue for approximately 2-weeks. (Dry-weather contingent)

Installation of the AWSS (Emergency Water ) mainline continues.

Public Works has received calls pertaining to vibrations while we perform our sewer replacement work.  Vibrations are felt in the beginning stages of our work, generally during the first couple of days while we are opening up the ground and shoring up the side of the tranches. Open sewer replacement requires us to dig a minimum 10′ trench to expose the sewer pipes. These trench walls must be reinforced with steel plates along the sides to prevent the dirt and sand from shifting and collapsing on our workers. This process involved a lot of pounding to drive the steel plates into the soil and can sometimes be heard and felt from the inside of your homes and businesses. Please know that this is normal, particularly in the Sunset area due to the soil composition. These noises and vibrations are temporary and should last no more than a few days until the contractor completed the installation and moves on down the corridor.

Project Background

Construction of the Inner Sunset Streetscape Improvement project began September 2017, after years of collaboration between city agencies and community partners. The two-year construction project, will improve the N Judah service, beautify nearby neighborhoods and make the streets more livable, vibrant and sustainable.

The project is a partnership between the San Francisco Municipal Transportation Agency (SFMTA), Public Works (SFPW) and the Public Utility Commission (SFPUC). The work under this contract consists of transit bulb-outs; curb ramps; sewer replacement; landscape improvements; electrical work; water line replacement and street paving along Irving Street between Arguello Boulevard and 19th Avenue, 9th Avenue between Irving and Judah streets, and 10th Avenue between Irving and Judah streets.

Additionally, streetscape improvements will occur at the existing transit bulb-outs in Cole Valley at Carl and Cole streets, as well as Carl and Stanyan streets.

The project is focused on improving the quality of life of the Inner Sunset and Cole Valley neighborhoods by upgrading existing infrastructure. Multiple improvements are incorporated into the project in order to avoid further disruptions and service shutdowns.

Description of the scope of work:

  • Water line replacement on Irving St. between Arguello Blvd. and 12th Ave., 17th and 19th avenues, as well as 11th Ave. from Irving to Judah streets and 12th Ave. from Lincoln Way to Judah St.
  • Auxiliary Water Supply System (AWSS) replacement on Irving St. between 7th and19th Avenues
  • Traffic Signal upgrades on Irving St. at the 5th and 8th Avenue intersections
  • Department of Technology fiber optic installation on Irving St. between 9th and19th Avenues
  • Muni Forward transit bulbouts on Irving Street at 5th, 6th and 8th Avenues, as well as 9th Ave. between Irving and Judah streets. Pedestrian bulbouts at the northwest corner of 7th Ave. and Irving St., and the southeast corner of 9th Ave. and Irving St.
  • Road repaving and curb ramp upgrades on Irving Street between Arguello Blvd. and 19th Ave., and 9th and 10th Avenues between Irving and Judah Streets

Due to construction, neighborhoods will experience short-term inconveniences:

  • Bus substitution for the N-Judah Line will occur at the end of the project during final roadway paving.
  • Temporary relocation of bus stops, street parking removal, and temporary traffic lane and sidewalk closures
  • Noise during excavation
  • Reduced traffic lanes and traffic back-ups
